A collision between a Harley-Davidson motorcycle and a disabled golf cart left one person hospitalized and two facing criminal charges.

The March 31 collision in Panama City Beach happened about 2 a.m. The driver of the motorcycle, Robin O'Neil Smith of Panama City Beach, rear-ended the golf cart, which was being pushed down Joan Avenue by two people while a third person steered, according to the Florida Highway Patrol media release.

Smith, who has minor injuries, was charged with failure to use care, DUI with property damage and DUI — personal injury.

Anthony Jasquez Legrand, a 19-year-old from Columbus, Georgia, was charged with a disabled vehicle blocking traffic and allowing an unlicensed minor to drive, the release said.

Legrand, who was helping to push the disabled cart, had minor injuries. The 15-year-old driver, also from Columbus, was seriously injured and taken to Bay Medical after the wreck.

A 17-year-old Columbus girl who was also helping to push the cart was uninjured.
