1. REQUEST FROM COASTAL DUNE LAKE ADVISORY BOARD FOR WALTON COUNTY TO ASK DEPARTMENT OF ENVIRONMENTAL PROTECTION TO ENFORCE THE WARNING LETTER PREVIOUSLY ISSUED FOR THE REMOVAL OF THE ARMOURING AT THE OYSTER LAKE OUTFALL

3. ASSISI VILLAS REQUEST FOR COUNTY SPONSORED SMALL SCALE AMENDMENT
LEGISLATIVE ITEMS:
4. CONSTRUCTION PERMIT FEE ORDINANCE – An ordinance amending portions of Section 2.0 Fee Schedules and Tables of Ordinance 2005-29 in the Walton County Code of Ordinances, known as the Walton County Construction Permit Fee Authorization Ordinance, providing for severability, providing for repeal of conflicting provisions, providing for an effective date.
5. DEVELOPMENT ORDER EXTENSION ORDINANCE – An ordinance of Walton County, Florida, amending sections 11.01.05.b and 11.01.06.c of the Walton County Land Development Code to extend the time in which minor and major development permits shall remain valid by one year; providing a sunset provision; providing for retroactive effect of the amendment; and providing an effective date.
6. LSA 07.01.1 - SCHOOL CONCURRENCY AMENDMENT – Adoption of an amendment to the Walton County Comprehensive Plan creating a Public School Facilities Element in accordance with the requirements of §163.31777, Florida Statutes; establishing goals, objectives, and policies implementing school concurrency; establishing criteria for locating schools; establishing procedures for coordinating new development with school capacity; establishing school concurrency service areas; adopting methodologies for determining school generation multipliers, school capacity, and enrollment; providing for mitigation of impacts; providing for monitoring and evaluation; amending the Intergovernmental Coordination Element of the Walton County Comprehensive Plan to provide for coordination between Walton County, the Walton County School Board, the City of DeFuniak, the City of Freeport, and the Town of Paxton; amending the Capital Improvement Element to provide level of service standards for schools; providing for proportionate fair share mitigation; adopting the 9-07 School Facilities Work Plan; providing for severability; and providing an effective date.
7. LSA 07.01.2 – WALTON COUNTY SCHOOL BOARD NEW SCHOOL SITE – Walton County School Board is requesting adoption of a large scale amendment to change 40.33 +/- acres in Walton County south of Choctawhatchee Bay on a parcel identified as 35-2S-19-24000-024-0000 from CR 2:1 to institutional to build new school facilities. The property is located north of U.S. 98 and east of C.R. 395 in the Point Washington area.
8. ORC RESPONSE 07-1 – Walton County’s response to the Department of Community Affairs’ Objections, Recommendations and Comments report on proposed large scale amendments 07.01.1 and 07.01.02.
QUASI-JUDICIAL ITEMS:
9. SOUTHLAND CONCRETE PLANT – Project number 07-001-00093. This is a major development order application submitted by Buchanan and Harper Engineering, consisting of 3 buildings totaling 5,951 square feet on 4.17 acres with a future land use of industrial. The site is located at the end of Old Ferry Road in the Point Washington area. (parcel number 36-2S-19-24000-003-0000)
10. BELLA BLU INN AT MIRAMAR BEACH D.O. EXTENSION – Project number 05-001-00188. Bella Blu Developers, LLP and BankFirst, jointly request an additional one year extension of an already approved minor development order for Bella Blu Inn at Miramar Beach. The project consists of a 150-unit hotel with condominium ownership on 3.065 acres with a future land use of coastal center. The site is located on the north side of Scenic Gulf Drive, just west of Geronimo Street (parcel number 33-2S-21-42195-000-00B0.)
11. LAUREL WOODS D.O. EXTENSION – Project number 05-001-00116. MTC Holdings, LLC is requesting a one year extension of an already approved major development order for Laurel Woods. The project consists of 33 single-family lots on 9.84 acres with a future land use of NPA/infill. The site is located on the west side of Harstvedt Road, .5 miles north of Chat Holly Road (parcel numbers 24-2S-20-33180-000-0400, 24-2S-20-33180-000-0401, and 24-2S-20-33180-000-0402.)
12. REQUEST VESTED RIGHTS DETERMINATION FOR VILLAS AT INLET BEACH – Walton County is requesting a determination of vested rights for the following portions of the Villas at Inlet Beach: Lot 12 (parcel number 36-3S-18-16100-000-1320); Lot 1 (parcel number 36-3S-18-16115-000-0010); Lot 2 (parcel number 36-3S-18-16115-000-0020); Lot 3 (parcel number 36-3S-18-16115-000-0030); Lot 4 (parcel number 36-3S-18-16115-000-0040).
13. BAYPORT SSA 2008-01 – Walton County is requesting a small scale amendment to change 9.74 +/- acres from rural village to commercial, or any less dense or intense category. The parcel is located north of Choctawhatchee Bay and more specifically on the north side of C.R. 3280 (Black Creek Road), approximately 1,000 feet east of the intersection of C.R. 3280 and U.S. 331 (parcel number 34-1S-19-23000-007-0020.)
14. STRICKLAND SSA 2008-02 – Jim Strickland is requesting a small scale amendment to change 9.82 +/- acres from rural residential to rural village, or any less dense or intense category. The parcel is located north of Choctawhatchee Bay in the Mossy Head area on the west side of Hinote Road, approximately 1.4 miles north of U.S. 90 (parcel number 15-3N-21-37000-001-0030.)
15. JUSTICE SSA 2008-03 – Joe Justice is requesting a small scale amendment to change 2.93 +/- acres from rural village to commercial, or any less dense or intense category. The parcel is located north of Choctawhatchee Bay at the northeast corner of Jolly Bay Road and U.S. 331 (parcel number 04-2S-19-24000-001-0120.)
16. POWERSOUTH ENERGY COOPERATIVE SSA 2008-04 - Walton County is requesting a small scale amendment to change 2.0 +/- acres from conservation to public facilities, or any less dense or intense category. The parcel is located south of the Choctawhatchee Bay on the east side of East Hewitt Road, approximately 1,250 feet north of U.S. 98 (parcel number 29-2S-20-33000-011-0000.)
17. SOUTH WALTON FIRE DISTRICT SSA 2008-05 - Walton County is requesting a small scale amendment to change 0.28 +/- acres from public facilities to infill, or any less dense or intense category. The parcel is located south of the Choctawhatchee Bay on the east side of C.R. 395, approximately 0.4 mile north of C.R. 30A (parcel number 14-3S-19-25000-004-0030.)
18. M.C. DAVIS SSA 2008-07 - Walton County is requesting a small scale amendment to change 10.0 +/- acres from conservation to conservation residential 2:1, or any less dense or intense category. The parcel is located south of the Choctawhatchee Bay on the west side of Church Street, approximately 3,200 feet north of U.S. 98 (parcel number 27-2S-20-33210-000-0390.)
19. BUSHEE SSA 2008-09 – Christopher Bushee is requesting a small scale amendment to change 2.65 +/- acres from rural village to commercial, or any less dense or intense category. The parcel is located north of the Choctawhatchee Bay at the southwest corner of U.S. 331 and Russell Road; approximately 3.75 miles north of the DeFuniak Springs city limits (parcel number 06-3N-19-19770-000-0010.) THIS ITEM WILL BE CONTINUED TO THE JUNE 24, 2008 BCC MEETING.
20. BURGESS SSA 2008-10 – Susan Burgess is requesting a small scale amendment to change 0.255 +/- acres from residential preservation to infill, or any less dense or intense category. The parcel is located south of the Choctawhatchee Bay in the Homestead platted subdivision on the south side of C.R. 30A, approximately 1.2 miles east of C.R. 395 (parcel number 24-3S-19-25180-000-0030.)
21. M.C. DAVIS SSA 2008-11 – M.C. Davis is requesting a small scale amendment to change 10.0 +/- acres from conservation to conservation residential 2:1, or any less dense or intense category. The parcel is located south of the Choctawhatchee Bay on the west side of Church Street, approximately 3,500 feet north of U.S. 98 (parcel number 27-2S-20-33210-000-0410.)
