LETTER: Do Florida drivers hate rainy headlights?

Why do Florida drivers refuse to turn on their car's/truck's headlights when it is raining, or foggy?

I realize that most of our vehicles have daytime running lights (head lights), but that does not provide tail lights.

Coming up behind a car without tail lights can be very dangerous.
